Debug Tools Panel: Hide icon in breadcrumbs line for non-super users

With debug mode enabled, clicking the debug action/icon shows the debug tools in a panel - but only for a Superuser. So the icon should not be visible for non-Super users.

You changed the tool icon into a bug icon - for consistency this should also be done at the bottom link to Debug Mode Tools.
