rx_fm: split audio files per squelch

rx_fm's frequency scanning is useful to find interesting emissions, but they are all output into one amalgamated audio stream, would be nice if there was an option to write individual audio files (possibly with a minimum duration to avoid inadvertent keying or stray intermittent noise) each time an emission was recorded on a frequency.
