App Layouts not bringing to front minimized MS Outlook only

Shortcut for App Layout with several windows will launch all of the apps in the list, and/or bring minimized ones to front ---- except it won't bring a minimized Outlook to front. It will launch Outlook from closed and bring to front. Just if Outlook has been minimized, it will not bring it up. Thank you.
