For multiple-monitor layout to work do I have to have the exact same apps open?
Connecting my LG display does not restore the layout I saved yesterday, so I'd like to know if I have to have the exact same applications open for it to work correctly.

There are a number of factors that can affect this, but at a start, perhaps you want to check the box for Launch closed/minimized apps?
Beyond that, it's likely that you have absolute pixel positions for your saved layout. When that's the case, if the window does not fit on the screen then it won't be applied, and this can happen if you have adjusted the position of the display in macOS settings.
Hopefully this leads us down the path to figure it out. Let me know if not.

Launch closed/minimized apps did not restore my browser windows to the external monitor. In fact, the shortcut command I assigned to the layout, Control-Command-9, now only moves my app windows to Desktop 2.
For the next step, would you mind sending me your config and I'll try to reproduce it? You can export it from the General tab of the Settings window.
