Add `conf` Command

Need an intelligent conf utility that detects configuration files in their intuitive places and looks up values from them or sets them. I want it to be smart enough to detect YAML and JSON and regular UNIX configuration files and just do the right thing. I only want one utility to manage it all. I won't be creating scripting dependencies on conf just want an easier way to set configuration from the command line in a universal way.
