[1.10.2] upgrades don't stack properly

Playing on Sky Factory 3 3.0.15 beta version. Currently speed upgrades only stack to 4 and won't allow for additional to be placed. The item description states that it should allow up to 64

I'm having this same issue in the Foolcraft 2.1. Hovering over says a max of 64, or 20 if you're in a generator menu, but in the machine or in the player inventory, only stacks to 4.

Agree in direwolf20 pack for 1.12.2 the bug is there, or feature? trying 1.6.7, still there. not trying 1.6.8 as there is no useful update in it, just downgrades.
