Hosting server stuck on Loading assets 100%

Multiplayer 0.10.2 RimWorld 1.5.4085

Loading stucks on "loading assets 100%" when trying to host the server. Game starts properly one out of 10 times with harmony and multipalyer enabled, button "mods" is unclickable. All DLCs are bought, but Anomaly is disabled. Sometimes deleting all the subscriptions and re-subscribing helps. It is a clean install with all the other mods folders removed.
