Cannot assign people to throne speech

In my current game, I cannot assign any colonist to a throne speech: if I right click and select "Assign to Spectators", nothing happens. Same if I select a noble colonist and select "Assign to Organizer", nothing happens.

Same thing, already have 2 Counts and one Baron, and no one is able to do the throne speech.
