Support sensor pairing in Android Ruuvi Station app

Description:

Make support for Bluetooth library for Keep connection feature, same as on iOS. Consult Rinat regarding the library.

Add pair and use background scan feature to sensor settings.

Marko will check old Huawei how reliably the background scanning works overnight, check with logs.

I have had Huawei running in background untouched now over few days with 1 min background scanning interval. It typically is able to pick measurement within max 2 minutes intervals, but occasionally can take up to 10 minutes.
