Offline alert logic unify with Android

Description:

We adjusted Offline alert logic on Android side as follows. Please check that iOS respects same.

Offline alert we only apply to cloud sensors We are checking that if sensor was near gateway and sending ads to gateway and to cloud in some duration of time (like 30 mins) We shouldn’t trigger if local application didn’t sync for an hour We need to check it against last sync date globally Sync from cloud -> if sensor is still not updated then possibly it’s offline
