Video component - edits to the tooltip wording

Describe the bug For the action that enables users to view a video in a small window in the corner of the screen, I suggest reohrasing the tooltip wording "picture to picture" with a more obvious "mini-player" or "compact mode".

To reproduce

1. Go to Storybook & open video component
2. Hover over the second last icon in the right corner of the viewport.

Expected behavior Tooltip saying "mini-player" or "compact mode".
