acpi: add support for SLIT

This PR adds support for System Locality Information Table (SLIT). It's a follow-up work of #241 and may fix #109.

~~It's currently not tested so I'll mark it as draft now.~~

Some refactor change is in #241 but not in this PR. So I'd suggest we make this go after #241.
