Good question! Rustlings has been proven to be more useful for Rust learners with previous experience, yes. I agree that the wording in the Readme file is confusing, I'll open a pull request to fix that.
Running through the Rustlings Intellij course provides a great experience of learning the theory and putting it into practice with an exercise. Can the Rustling CLI deliver the task descriptions like Intellij for each exercise, or is the expectation that users go to the relevant page in the Rust book for the theory, then return and complete the exercise?

There doesn't seem to be any documentation designed for the beginner. Everything seems to assume you already know what you're doing. The Book says it's for people who have programmed before in the preamble.
