Allow wrap-static-fns to be used without expiremental feature

Currently using the "wrap static fns" feature requires --experimental or the experimental cargo feature.

I didn't see a tracking issue for stabilizing this feature to no longer require experimental, so I'm filing this to figure out what the blockers are.
