rls triggers a registerCapability handler despite dynamicRegistration set to false

rls version:

$ rls --version
rls 1.41.0 (bf88026 2021-09-07)

nvim-lspconfig https://github.com/neovim/nvim-lspconfig.git

I am getting this warning in lsp.log

After this, list references for symbols is not working.
