The comment tracking an FCP should say which team(s) the FCP is for

When looking at historic FCPs (example), it can be hard to figure out which teams were involved -- labels change all the time, so reconstructing the set of labels at that time is tricky. Would be good if the bot could explicitly state which teams are included in the FCP, so that one can see this easily in the future.
