Update `link_ordinal` to use the attribute template

New rules:

  • ❗ items.extern.attributes.link_ordinal.syntax
  • ❗ items.extern.attributes.link_ordinal.max
  • ❗ items.extern.attributes.link_ordinal.allowed-positions
  • ❗ items.extern.attributes.link_ordinal.duplicates

Renamed rules:

  • items.extern.attributes.link_ordinal.exclusive is now items.extern.attributes.link_ordinal.link_name
