WIP to stabilize libc API on AIX by enabling libc-test on AIX.

@bzEq is this still needed? A handful of changes to the aix module have happened since this was opened, I'm not sure if anything has gotten fixed.

I don't think I have time to go on this, I'm closing it. FYI @daltenty in case if you want to enable libc-test for AIX, code in this PR might help.
