Update dockerhub page to use modern versions

https://hub.docker.com/_/rust#:~:text=Compile%20your%20app%20inside%20the%20Docker%20container should be updated to point to the 1.73.0 tag rather than 1.23.0, or perhaps just latest so that folks get to take advantage of modern Rust features.
