More actively track build failed to build failed crates
Broken crates (i.e., crates that do not build on the current version of the compiler) are currently only manually black listed (and this happens rarely). Some crates are simply broken and will never build again. Other crates are only meant for one particular environment (e.g., winapi). It's possible that by having an automatic black listing mechanism, Crater runs could be sped up. This would need some sort of mechanism to remove crates from the black list when there is a new version released.
