TiKV whitepaper
PingCap is interested in writing a whitepaper on their use of Rust in the TiKV project. A draft is done, and we need to move the whitepaper to templating.

This issue is an item on the Core Team's public agenda, and the team will discuss it every week during the triage meeting. The goal of the issue is to provide a public record of our discussion, so only members of the Core Team are allowed to comment here.

@skade and @nrc are working on editing the whitepaper.
An issue was raised with the way the whitepapers are currently produced. The template for them is a Word document that doesn't work with the online editor, so you need to have an actual desktop Word license to edit whitepapers. This prevents a lot of people from contributing.
An open question during the meeting was if it's worth rewriting the template in a more contributor-friendly format.
