Initial libtool support

Introduces initial support for linking static archives via macOS's libtool to support cases where AR is explicitly set to libtool or llvm-libtool-darwin.

I have more or less zero experience writing Rust, so I might need a bit of assistance getting this across the finish line. 🙂

You just need to replace with Path::exists to fix the ci

This definitely needs some tests before merging, after I figure out how to stand a few up I'll bring it out of WIP.
