Section: Higher level tools

A description of higher level tools for programming and debugging. The goal of this section is to provide everything you need to get started with and use the included tools.

I was thinking on contributing, and started looking at this issue as a first one, but I found myself a bit lost.

Replicating the bobbin-cli and openocd docs here seems like a bad idea, maybe it makes more sense to frame it a tutorial on how to set everything up? (and probably move openocd to the lower level section)
