Add target installation to section 2.1

The "Cross Compiling" paragraph of section 2.1 should mention that new users will need to install the thumbv7m-none-eabi target using rustup.

rustup target add thumbv7m-none-eabi

Isn't this covered in the Installation section along with everything else that a new user would need to install?
