Add an optional compare tool

[lu-zero]

• [ ] take in some compressed format (e.g. av1 in ivf) (potentially multiple)
• [ ] take in the reference (e.g. raw in y4m)
• [ ] generate a table with the metrics for each
• [ ] generate a json/csv with the same information
• [ ] generate a json/csv with per-frame information
