Can't enable the plugin on Brave after dragging/dropping

Describe the bug After installing the plugin using the manual method (dragging dropping) I can see the plugin, but I can't seem to enable it since the toggle is disabled.

To Reproduce Steps to reproduce the behavior:

1. In Brave go to chrome://extensions
2. Drag and drop the .crx file
3. Attempt to enable the plugin

Expected behavior The plugin should either be enabled or I should be able to enable it.
