Can't add-apt-repository

Whenever I try to add-apt repository according to the instructions, I get this error:

E: The repository 'https://ppa.launchpadcontent.net/rushabh-v/facerec/ubuntu noble Release' does not have a Release file. N: Updating from such a repository can't be done securely, and is therefore disabled by default.

How can I fix this?
