Idle Closed Loop Ignition Timing works incorrectly

Describe the bug In idle, sometimes closed loop timing gets stuck at the lower bound, even though we are clearly under the desired idle RPM

Hardware

• Board: Proteus
• Engine info LS3

To Reproduce Steps to reproduce the behavior:

1. Set Closed Loop Ignition Timing for Idle
2. make RPM undershoot
3. watch ignition timing be way under what is expected

Expected behavior Closed loop ignition timing add timing under the RPM target, removes timing over it
