What is the problem you're trying to solve?. Improve VM init/start times by installing packages from local disk rather than always going to the internet. Also allow stricter version pinning.

Describe the feature you'd like There are some in progress PRs to Lima to add support for additionalArchives which allow users to mount customized data before the package installation step. We can use these features to solve the problem presented in this issue.
