Enable finch-core local builds

Describe the bug Split task from #969 which added finch-core dependency verification.

This is a tracking issue to re-enable the ability to build finch using local finch-core dependencies.

e.g. local Finch build with a updated Lima version for testing.

To help debug the issue as quickly as possible, we recommend generating a support bundle with finch support-bundle generate and attaching it to this issue. This packages all Finch-related configs and logs into one file.
