Idle Notifier's Idle Animation notifications do not trigger when ceasing fishing/cutting offcuts

Bug description

While lantern fishing on Laguna Aurorae and cutting all catches into offcuts, the Idle animation notifications do not appear to fire when your character idles after fishing or when they idle after finishing making offcuts. The idle animation notifications appear to fire correctly in other instances (woodcutting) for me. I have not tested this in other fishing situations and I have not tested this doing lantern fishing elsewhere.

To be clear, the notification is ALSO not triggering when the animation switches from fishing to idle. Has that been covered by #19658 as well?

Fishing uses Idle interaction notifications not idle animation notifications.

Strange as Woodcutting triggers the idle animation notifications for me. The animation for the fishing action also changes from the specific fishing animation to an idle animation. I would have expected it to work similarly.

Woodcutting uses animations. When fishing you are interacting with an NPC (the fishing spot) so it does not use animations.
