[DropTracker] Fix null exception

Rather than querying the API to obtain a list of items that are untradeable (0gp ingame), but have inherent values based on what they are parts of, we now resort to only using GitHub pages to obtain this info--as they have a much stronger network; and we are having users sometimes get null exceptions with the api implementation.
