Calendar date format consistency

Describe the bug The calendar event form time in the form is in the US format (2:00 PM) while the date and time picking modal is in 24-hrs format (14:00). The calendar itself uses the 24-hrs format.

To Reproduce Steps to reproduce the behavior:

  1. Open forms described above.

Expected behavior Formats should be consistent in all forms and views.
