Atlantis commands not working immediately

Hi, Sometimes, I get this strange behavior when giving Atlantis commands.

When I give Atlantis plan or apply for the first time, it doesn't start. When I give the command again it starts plan/apply. The process is not being started for the first time, I need to give the same command 2 to 3 times, to start the Atlantis plan/apply process.

Recently github had issues with webhooks https://www.githubstatus.com/incidents/zhtplv7zd052 causing exactly this, github not firing webhooks at all or late.

Since you did not specified how you are using Atlantis im trying my luck and assuming you use it with github.

@nokernel I am using bitbucket. I have deployed Atlantis via helm charts in eks.
