atlantis [feature request] Update comments in-place (instead of making new comments)

For plans/applies, update comments in place instead of posting new ones. This can make the GitHub PR conversation tab much cleaner.

I personally hope this feature request is not accepted, because IMO it's useful to see the history of the plan as the PR (or the remote state) changes incrementally

+1 here. reacting on @danielpops comment even when updating comment you can see history of comment updates as per https://docs.github.com/en/communities/moderating-comments-and-conversations/tracking-changes-in-a-comment

Since this original request, a feature was added that "hides" previous plan comments would that address this use case? https://www.runatlantis.io/docs/server-configuration.html#hide-prev-plan-comments
