Release Kubetorch github action

This github action should be executed after a release in PyPi / github.

During execution, it will:

• Publish new Kubetorch in PyPi
• Release latests kubetorch helm to GHCR.
• Build and sync Sphinx documentation.
• Upgrade the CI cluster with the freshly-released helm chart.
