Level 38 of Astro Barrier (Club Penguin) is impossible

In level 38 of Astro Barrier, you have to shoot a target at the top of the screen, but you are only given a single chance to shoot because a target expands and blocks a shot's path.
In flash, the single shot you are allowed to fire goes past the expanding target, letting it reach the top of the screen. But in Ruffle, the expanding target destroys the shot before it can reach the top.
