Skip missing swf files

Original Flash in case of New Club Penguin would skip a file called start_module.swf and wouldn't complain. Ruffle on the other hand throws an error because of it ERROR core/src/loader.rs:1040 Error during movie loading of "https://media1.newcp.net/play/start/swf/start_module.swf?cacheVersion=0": HttpNotOk("HTTP status is not ok, got ", 403, false, 0)

I'm not sure if it would actually continue executing and there are just some features still missing from AS3 or if it does cause the entire game to just stop executing. If it's the fromer than you can close this issue cuz I'm dumb.
