Feature request: EoL version tracking

I'd like to be able to track and alert on end of life ruby versions and gems with bundler-audit. Letting it fail my builds if Ruby 2.3 (EoL'ed) is used would be nice.

This feature could live behind a flag and is off by default to avoid breaking existing builds.

Any thoughts or suggestions is welcome.
