limit use of tags

Some user use more than 20 tags and that is simple to much. We should limit the use of tags to 10.

What do you think?

  • [ ] database query how many users use more than 10 tags
  • [ ] inform users?
  • [ ] keep the first 10 tags and delete the rest :)
  • [ ] constrains just 10 tags
