[WIP] Switch to hosted chef

This branch is starting to get a little out of control so I'm submitting it for review and potential merge.

This will obviously need to get squashed, but just want to get @dwradcliffe and @evanphx's feedback on it first. There are some pending things which I'm working on, mainly getting the app02 branch ready to merge.
