Display warning notices that a Partner had been deactivated.

Description: Currently, the diaper application is able to deactivate a partner to prevent them from making requests. Although this is a great addition to prevent full-on destroying Partner records, we still need to let partner users know that this is the case.

I suggest we add a banner notification on the top of the home page:

And add another one in place of the hidden buttons in the Diaper Request page.

Implementation Details: Tip! You can use the Partner.status_in_diaper_base column value to control displaying or hiding these notifications.
