Organization Details window hierarchy & zero/missing quantities

The organization details window (e.g. http://localhost:3000/partners/1) has areas where items are part of a section. Both headings and list items are styled identically, missing an opportunity to display visually the relationship between the two. Section headings are:

• Ethnic Composition of Those Served
• Poverty Information of Those Served

The section headings should probably be more prominent the remaining text, and the list items should probably be less prominent than the remaining text.

In addition, when there are no values for the list items, it's ambiguous. Should we display zero?
