Test Coverage: Family Requests Controller

At 0%, we should increase test coverage for the Family Requests Controller with requests specs

@chaserx @Nirvikalpa108 Hold off on this issue as https://github.com/rubyforgood/partner/pull/154 already adds some coverage and makes big changes to family requests controller.
