Improve language on ServiceArea form

from danielm: "parent" has coding function, but it is a bit cryptic for a general admin. can a plainspoken synonym be included in parenthesis to identify this variable? Otherwise can it be removed from this view?

Maybe we could change the parent label to nested below (optional) ?
