Make categories labels clickable filter-by buttons

On Contributions and Community Resources, users would like to click a category label to filter the page by that label - create a CategoryPill component (takes a link and reloads the page, or emit an event that filters could react to).

On Community Resources, filtering doesnt exist yet. It will be #864
