We no longer need enable packs to be Flippered.

Summary

"Enable packs" is now in service, and we no longer need it to be Flippered. Adjust the code so that enable packs is no longer needed to be turned on, and defunct code is removed.

Details

This is throughout the codebase, but mostly in the requests, distributions, organizations, and items areas. Also tests. May involve removing outdated code.

(95% mechanical, 5% fixing mock data to be correct)

Criteria for completion

[ ] code works correctly whether enable packs is turned on or off
[ ] tests adjusted as well.
[ ] defunct code removed
