Forestall developers missing issues around kits

Details

• Add some kits to the seed data, with allocation and the accompanying items
• Ideally, these kits will include, across the board, items with each of the NDBN reporting categories (to support annual report and other reporting needs)
• Also have at least one distribution that uses the kits

Criteria for completion

• [] seed contains reasonable kit information that will help future developers see potential issues before we get to functional review.
