Bank onboarding -- switch steps

Summary

Switch steps 1 (partners) and 2(storage locations) in the new bank onboarding sequence

Why?

There is a default storage location on the partner, so if someone is adding partners by hand, it would be good to be able to add that in.

What needs to happen

Switch steps 1 and 2 (both labels and functionality). An initial look indicates this is handled in app/views/dashboard/_getting_started_prompt.html.erb
