Rework the landing page to use bootstrap instead of tailwind

Why?

We've made an architectural decision to move away from tailwind. The landing page is the last thing left.

• [ ] Landing page reworked to use bootstrap instead of tailwind
• [ ] Please include screenshots of the landing page in your PR
• [ ] Any tests involving the landing page (not sure whether there are tests for this) still work.

I don't recall the reasons -- it may have been before I joined the project. @dorner -- do you have anything to say about why we moved away from tailwind?

Because we were only using it in one or two places. We preferred having one framework instead of two.
